Located in Driscoll Commons Suite 30, the Office of Equal Opportunity & Title IX (EOIX) is a source of trustworthy support for the entire 麻豆区 (DU) community. Our team members strive for an empowered DU, helping you report incidents, offer supportive measures or potential resolution options and locate the information, resources and training needed to foster an environment of equal opportunity and equity for students, faculty and staff.
Our Mission
In collaboration with University partners, EOIX fosters an environment of equal opportunity and equity for students, faculty, and staff in all aspects of educational programming and employment. We also offer supportive measures and resolution options for allegations of discrimination on the basis of an individual鈥檚 actual or perceived race, color, national origin (including shared ancestry or ethnic characteristics), ancestry, age, religion, creed, disability, sex, sexual orientation, gender identity, gender expression, marital status, pregnancy, childbirth and related medical conditions (in employment), genetic information (in employment), citizenship or immigration status (in employment), military enlistment, or veteran status. Michael D. Todd - Associate Vice Chancellor for Equal Opportunity & Title IX/TItle IX Coordinator
Michael D. Todd has been appointed as the 麻豆区鈥檚 associate vice chancellor for equal opportunity and Title IX (EOIX) and Title IX Coordinator. Michael brings to DU a wealth of experience in civil rights enforcement, federal service, and legal advocacy.听听听
Michael comes to DU after serving as the regional director for the U.S. Department of Education鈥檚 Office for Civil Rights (OCR) in Cleveland. Since joining OCR in 2015, he served in both the Cleveland and Denver regional offices, rising from attorney to supervisory attorney and ultimately to regional leadership. His career reflects a deep commitment to equity, justice, and the fair treatment of all individuals in educational environments.听
Earlier in his career, Michael served as a prosecutor in both Ohio and the Republic of Palau. In Palau, he led the criminal division, and in Ohio, he worked on both civil and criminal dockets for the state鈥檚 first home-rule county. He was a dedicated sexual violence prosecutor and has served on the boards of the Rape Crisis Center and the Battered Women's Shelter. He also brings experience in employment and business litigation and proudly served in the U.S. Army as an intelligence analyst and transportation officer. Michael holds a J.D., cum laude, from Case Western Reserve University School of Law and a B.S. from the United States Military Academy at West Point.听
Outside of work, Michael enjoys cooking, hiking, biking, and singing. He and his wife have two adult daughters, and their entire family loves being in nature and spending time outdoors.听

Molly Hooker - Deputy Title IX Coordinator
Molly Hooker rejoined the office, on May 1, 2020 as the Deputy Title IX Coordinator. Molly served as the Interim Title IX Coordinator at DU from November 2024 to June 2025, April 2023 to January 2024 and August 2018 to February 2019 and was a member of the original Title IX working group that helped shape the University's vision and strategy for Title IX compliance, including informing the broader community about the proposed Title IX regulations. She has been with the university since 2001, working in both academic and student affairs at the undergraduate and graduate levels. Molly earned her bachelor's degree from University of Colorado, Boulder and her master's degree from the University of Mississippi.

Jessica Howard 鈥 Deputy Equal Opportunity Coordinator
Jessica Howard (she/her) joined the Office of Equal Opportunity & Title IX in December 2024. Jessica comes to DU from the Office of Equity at the University of Colorado Denver | Anschutz Medical Campus, where she was a Senior Civil Rights Investigator with extensive experience and knowledge in addressing issues of discrimination, harassment, and sexual misconduct under Title IX and EEO-related policies. Jessica鈥檚 commitment to social justice includes her work as a civil rights litigation paralegal, racial justice educator at the ACLU of Colorado, political campaign manager, and leader on the boards of nonprofit organizations. Jessica is currently pursuing a graduate degree in social science and social justice from the University of Colorado Denver, where she also received her bachelor鈥檚 degree in political science.

Joshua or Josh Kaufman - ADA Coordinator
Joshua joined the Office of Equal Opportunity & Title XI after serving as the director of DU鈥檚 Disability Services Program (DSP) for five years. He came to DU from the Office of Academic Accessibility at the University of North Carolina Asheville, where he was director and ADA coordinator. While director of DSP, Joshua oversaw the expansion of DU students served by around seventy-five percent. While in North Carolina, he served in multiple roles that fostered and created a more inclusive and equitable experience for members of the campus and wider community. Some of his work included serving as president of the North Carolina Association on Higher Education and Disability, was a member of the Statewide Independent Living Council and chair of the Policy Committee, lead the university in the creation of their first campus wide accessibility committee, and partnered with the Humanities Program to embed the disability identity into their curriculum. Joshua has a BA in Psychology from Western State College in Gunnison, CO and a MS in Counseling and Human Development from Radford University in Radford, VA. In his free time, Joshua is also an avid outdoors person who enjoys kayaking, mountain biking, adventure motorcycling, and spending time with his partner and pets.

Kenny Metcalfe - Case Manager
Kenny joined the Office of Equal Opportunity & Title IX on February 3, 2025, as the Case Manager. Previously, Kenny spent 18 years at the 麻豆区鈥檚 Daniels College of Business. His duties and responsibilities at Daniels included enrollment management, academic advising and student services, experiential learning, alumni engagement, and most recently he served as the Program Director for the Online MBA program. Prior to joining Daniels, Kenny spent 2 years in the Czech Republic working as an HR Consultant and English teacher. Kenny earned his BA from Kalamazoo College in Kalamazoo, MI and his MBA from the University of Illinois in Champaign-Urbana. While a Daniels employee, he also completed the High Performance Leadership Program offered by Executive Education. In his free time, Kenny enjoys skiing, hiking, cycling, live music, reading, fruit and vegetable gardening, sporting events (DU hockey in particular), and spending time with his family.听

Colleen Brooks - Senior Investigator
听
Colleen Brooks joined the Office of Equal Opportunity & Title IX in August 2025. Colleen comes to DU after serving as a supervisory attorney and general attorney for the U.S. Department of Education's Office for Civil Rights (OCR) in Denver, CO, where she investigated allegations of discrimination in primary, secondary, and post-secondary institutions throughout Arizona, Colorado, New Mexico, Utah and Wyoming. Earlier in her career, Colleen spent time working on educational policy issues and as a middle school Math teacher. Colleen holds a J.D. from Regent University School of Law, and a M.A. in Teaching and B.B.A in Finance from West Texas A&M University. Outside of work, Colleen enjoys spending time with her family, hosting dinner parties, and traveling to the beach.

Jessica Hollis - Senior Investigator
Jessica Hollis joined the Office of Equal Opportunity & Title IX in May 2025. She came to DU after serving as a Senior Investigator for the State of Oregon for over six years, where she investigated allegations of civil rights violations in employment, housing, and schools. A native of Louisiana, Jessica earned her bachelor鈥檚 degree and JD from LSU. As a student, she enjoyed involvement in various student groups and programs, including serving as an Orientation Leader with the LSU Ambassadors and interning with the local domestic violence and juvenile justice centers. In her free time, you can find Jessica in the kitchen, at a local coffee shop or bakery, or outside with her family.听

Natasha Rojas, J.D., Psy.D. - Senior Investigator and Hearing Officer
Natasha Rojas serves as a Senior Investigator and Hearing Officer in the Office of Equal Opportunity & Title IX. She brings over 15 years of experience enforcing civil rights laws and resolving complex legal disputes in education settings. Before joining DU, Natasha was a Senior Attorney with the U.S. Department of Education's Office for Civil Rights, where she led hundreds of investigations under Title IX, Title VI, Section 504, and related civil rights laws. She has extensive expertise in addressing sensitive harassment, discrimination, and retaliation matters, negotiating compliance agreements, and advising institutions on regulatory compliance. Her earlier professional experiences include practicing family law, clerking for the Delaware Supreme Court, and serving as a Captain in the U.S. Air Force Reserve. Natasha's background in both law and clinical psychology allows her to bring a trauma-informed perspective听to her work. Her approach to every matter is thorough and impartial, grounded in due process and a commitment to fostering an equitable and respectful university community.
