NIH Public Access Policy
Effective July 1st, 2025, the will require that all "Author Manuscripts" (as accepted for publication) MUST be made freely available in on the date of publication. With the original NIH Public Access Policy of 2008, a "12 Month Embargo" (from the date of publication) was allowed prior to the mandatory public access to NIH supported author manuscripts. That delay will no longer be allowed for manuscripts deposited after July 1st 2025. Manuscripts accepted before July 1, 2025, are subject to NIH's 2008 policy.听
The Policy applies regardless of whether the NIH-funded principal investigator or project director is an author and regardless of whether non-NIH funds contributed to developing or writing the Author Accepted Manuscript.
It is the responsibility of the Principal Investigator and the University to ensure compliance with this policy. Compliance involves the following areas:

Copyright
Before signing any publisher鈥檚 copyright transfer or publication agreement, DU authors/investigators must retain the right to deposit the Author Accepted Manuscript in PubMed Central. It is essential to state that your manuscript is subject to the 2024 NIH Public Access Policy (effective for articles accepted on or after July 1, 2025).
We will provide a standard letter for publishers that you should include with your manuscript, indicating your intent to comply with this policy.
We will provide for your use the standard language provided by NIH that should be inserted into a publisher鈥檚 copyright agreement at the time your article is accepted for publication, ensuring your right to deposit your article and supporting data into PMC. (Some agreements may already contain this language but we recommend adding it as a safeguard.)

Submission of Your Manuscript
The Author Accepted Manuscript 鈥 the final, peer-reviewed manuscript accepted for publication 鈥 resulting from NIH funds听must听be deposited immediately in the NIH Manuscript Submission System (NIHMS) and PubMed Central. Journal publishers听may no longer impose an embargo period听on these Author Accepted Manuscripts.
- For articles accepted on or after July 1, 2025, no embargo is permitted. The Author Accepted Manuscript must be publicly available in PubMed Central on the Official Date of Publication.
- Journals with an active agreement to deposit all articles without embargo can be found in the PubMed Central Journal List, which is available at听.
- A journal or publisher may also deposit select articles in PubMed Central if special arrangements are made to allow for immediate release. A list of publishers that provide this service is available from听.听In addition, some may charge a fee for this service, but you can avoid the fee by submitting your manuscript yourself. You are not required to pay the publisher to do this for you.
- Authors (or their designees) are responsible for ensuring the submission is completed. NIHMS provides step-by-step , and authors always have final sign-off before the manuscript is released in PubMed Central.
- PubMed Central has been operational since May 2005 鈥 their staff is available online or by telephone at the 鈥渉elp desk鈥 to assist in the implementation of this policy.

Citing PubMed Central or NIMHS Reference Numbers
Investigators must include the PubMed Central ID (PMCID) when citing the article in NIH progress reports, new grant applications, and renewals. If a PMCID has not yet been assigned, the NIHMS Submission ID (NIHMSID) may be used temporarily to demonstrate that the manuscript has been submitted to NIHMS. Once a PMCID is issued, it must be used in all future citations.
Note: PubMed IDs (PMIDs) do not demonstrate compliance with the NIH Public Access Policy.
