Welcoming Michael D. Todd as Associate Vice Chancellor for EOIX

I am pleased to share that Michael D. Todd has been appointed as the 麻豆区鈥檚 next associate vice chancellor for equal opportunity and Title IX (EOIX). Michael brings to DU a wealth of experience in civil rights enforcement, federal service, and legal advocacy, and we are thrilled to welcome him to the community starting today.听听听
Michael comes to DU after serving as the regional director for the U.S. Department of Education鈥檚 Office for Civil Rights (OCR) in Cleveland. Since joining OCR in 2015, he served in both the Cleveland and Denver regional offices, rising from attorney to supervisory attorney and ultimately to regional leadership. His career reflects a deep commitment to equity, justice, and the fair treatment of all individuals in educational environments.听
Earlier in his career, Michael served as a prosecutor in both Ohio and the Republic of Palau. In Palau, he led the criminal division, and in Ohio, he worked on both civil and criminal dockets for the state鈥檚 first home-rule county. He was a dedicated sexual violence prosecutor and has served on the boards of the Rape Crisis Center and the Battered Women's Shelter. He also brings experience in employment and business litigation and proudly served in the U.S. Army as an intelligence analyst and transportation officer. Michael holds a J.D., cum laude, from Case Western Reserve University School of Law and a B.S. from the United States Military Academy at West Point.听
Outside of work, Michael enjoys cooking, hiking, biking, and singing. He and his wife have two adult daughters, and their entire family loves being in nature and spending time outdoors.听

EOIX Information
The University鈥檚 Office of Equal Opportunity and Title IX (EOIX) serves the 麻豆区 community by fostering an environment of equal opportunity, equity and anti-discrimination. EOIX is the office responsible for enforcing the University鈥檚 Discrimination and Harassment Policy (Policy).鈥 The Policy and associated procedures are intended to comply with the prohibitions of all applicable federal, state and local non-discrimination laws, including but not limited to Title VI, Title VII, Title IX, the Equal Pay Act, the Americans with Disabilities Act and Section 504 of the Rehabilitation Act.鈥

The Policy and procedures have been recently updated in response to a court decision that vacated the Title IX regulations that went into effect on August 1, 2024 and the U.S. Department of Education鈥檚 guidance that, in light of that court decision, it will enforce Title IX under the regulations that were implemented in 2020.鈥
The University takes all incidents of discrimination and harassment, which includes sexual harassment (including sexual assault, stalking, dating violence, and other gender-based violence), shared ancestry discrimination (including antisemitism and Islamophobia), and retaliation. seriously and encourages all University community members to report all such incidents committed by or against any member of our community to EOIX by filling out the .鈥
To help our community understand their reporting options and obligations, the University also publishes a . This policy describes in detail how Responsible Employees are to report incidents to EOIX. It also includes a list of Confidential Employees, all of whom are exempt from the University鈥檚 reporting requirements. University Employees who are not specifically identified as 鈥淐onfidential鈥 under the Policy are required to report all incidents of known or suspected discrimination, harassment, or gender-based violence to EOIX promptly.鈥
